Check runs and payment deadlines
A payment request gets its first review within 5 business days of being complete. To be paid in a week's check run, the Implementer approves it by Friday of the week before and the Administrator by midnight Tuesday of the run week. A request that waits 21 days after it is complete is flagged red: Aptim counts it as a major error. Requests are worked oldest complete first, in Final payment requests and Payment review.

The schedule file has no check run from today on. Until one is loaded, every request shows the cutoffs the weekly rule gives, marked as such.
Read from /app/app/check_run_schedule.csv, the copy
that ships with the app. Each row is kind,date,note, where
kind is check_run or holiday and the date is written
YYYY-MM-DD. CHECK_RUN_SCHEDULE_PATH loads a different file without a
code change.
Holidays
Business-day clocks skip weekends and these days. The usual US office holidays are built in; the schedule file can add more.
