Payment checks: where the legacy rules went

Before a claim is approved for payment, the portal now runs the IRA checks that used to happen only in Validator exports and Smarty emails (#225), and the checks for each kind of problem DOE's rebate system flagged (#231), at reservation review as well where their inputs exist. This page is the map: every legacy rule and every DOE kind, what it reads, which routes it applies to, and what became of it.

Smarty's quests live in its database (quests2), not in its repository. This map uses the September 8 inventory on smarty#38 and the three quests its repository tracks (86, 210, 214). The live list has to be re-read on the Smarty server before any alert is retired -- the September list may not be current.

What DOE's rebate system flagged

DOE flagged 25 problems with Wisconsin rebates CLEAResult sent it, of nine kinds (#231). Each kind, and the portal check that now catches it before staff approve a reservation or a payment.

1 HOMES (50121) rebate set to MODELED with no model files 12 Model file missing or rejected; 9 were BuildingSync files that failed at PNNL. PC-15 Energy model file on a modeled HOMES project
A missing file is PC-15. A file DOE would reject is the Validate check on the file itself, against PNNL's HPXML rules (#198) or BuildingSync rules (#231), which keeps Approve off while it fails.

9 PNNL does not accept "2-4 Unit Building" as a facility type 1 DOE-side gap; PNNL is changing it (one of the 12 in kind 1). External. DOE's to fix, not the portal's: the file is right and PNNL's list of facility types is missing "2-4 Unit Building". PNNL is adding it (resolution notes on App ID 10383116). There is nothing on the claim for the portal to correct. None None

The portal's checks

A check decides nothing until the payment reviewer or program administrator confirms its procedure, cap, exception and data source. Until then it is proposed: it shows what it finds on each claim and holds nothing. Once confirmed, a result that needs attention or cannot be checked holds approval until it is corrected or explained.

PC-16 Most the HOMES rebate can be A modeled HOMES rebate may not exceed the lowest of: the most per home for its savings band (20% to under 35%, or 35% or more) and income band, times the number of homes; the share of the project cost allowed at that income band; and, for a multifamily building, the building cap. Under 20% savings no HOMES rebate is allowed (a multifamily building at 19.5% counts as 20%). The claimed amount; the modeled savings and project cost (payment request, redemption or payment review, offer letter, then the application); the household's approved income tier (single family) or the property's income level (multifamily); the number of homes in the building. The IRA amount claimed; the project cost; the Focus Core rebate sent with the claim, unless Focus denied it or it was withdrawn; the other rebates and instant discounts the claim records (payment request, its measure lines, or the contractor's multifamily project workbook).
