Automatic quality-visit picks

Every finished HOMES and HEAR project — the contractor has sent its installation payment request — and whether the program's inspection rule picks it for a quality visit. The rule is the IRA Procedures Guide's, counted per contractor across HOMES and HEAR: their first five projects (not for a contractor already a Focus on Energy insulation and air-sealing Trade Ally), every rebate of $40,000 or more, every project while a contractor has a visit with issues without five clean visits since, and at least 5% of the rest at random.

Automatic picking is on here. A picked project gets a visit within a few minutes, shown to the household as “Waiting to be scheduled”. A visit can be before or after payment, but no later than three months after it; a project past that is listed and never picked. Each pick is due 30 days after it is made. Staff can still pick any project by hand on its Quality visit tab.
