Expected

Expected

It opens with no repair prompt. The file name starts TEST-. Instructions shows WI. Fill row 5 is the first test rebate, DOE's example row is gone, and every rebate ID starts TEST-.

No test record is in it. The page counts them under test applications left out. With no real paid rebate yet, the page refuses the download and says why.

Expected

Each missing fact is named. Every field that has DOE choices offers only DOE's values. Saving a value outside them is refused and nothing is saved. A saved value shows on the application timeline.

Expected

It is held back, the reason names the DOE check, and it is in neither file until the check passes or is explained on the payment review.

Expected

The second press is refused because every rebate is already in an earlier download. The application timeline shows the first download with its file fingerprint. Ticking Include already downloaded makes the file again and adds a second timeline entry.

Do this

Upload the TEST HOMES and TEST HEAR files to PNNL's sandbox dashboard, never production.

Expected

PNNL reports success for each file, or names row-level errors. Write every error in what happened; each one is a #234 defect until fixed.

Do this

Run the documented cleanup for this phase's test accounts, and record the before and after counts.

Expected

Every record this phase made is removed or labeled Test. Staff lists and exports no longer show it as real.
